Minutes of the Board meeting

1. Approving Stefanie Buchhoker as a Secretary of ECPP Board (speaker: Mikhail Reshetnikov).
Info: Stefanie B. is a practicing therapist, a bachelor in psychoanalysis and a postgraduate student at SFU. Executive Committee had a preliminary interview with Stefanie and recommends appointing her as a Secretary of the ECPP Board.
Decision: to confirm Stefanie’s appointment as a Secretary of the ECPP Board.
2. Info: ECPP-position to different psychoanalytical modalities in modern psychotherapy (speaker: Barbara Fitzgerald).
Info: In connection to a request made by ECPP-Ukraine it was confirmed again that any representative of psychoanalytic approach who was trained in accordance with European standard and who works with transference and resistance is our colleague. This reaffirms the principle of inclusivity to which we adhere.
Decision: to approve the abovementioned position of the ECPP Board.
Questions: what should be done if the modality of an organization which is accepted as a ECPP National Branch of a particular country is different from modalities of those who have acquired- or are applying for direct membership – individual or organization - in the ECPP?
Explanations made:
a) There can be a few different organization-direct members of the ECPP in a country. There can be unlimited number of direct individual ECPP members in a country; they are usually advised not to apply for the ECPP membership via National Branch of another country.
b) Status of the ECPP National Branch does strengthen the standing of an organization in a country; but such an organization should direct its activity at the ECPP interests and at integration of all direct individual and direct organization members of ECPP in the country.
c) The ECPP Board recommends those who have acquired direct individual or direct organization membership in a country with National Branch to join the National Branch and participate in its activities including the election of the President of the National Branch.
d) The Board also recommends all National Branches to accept direct individual and direct organization members of the ECPP by simple procedure of their registration.
e) Organizations bearing the name of ECPP are only recognized by ECPP if they have received formal authorization by the Board of ECPP to bear the name ECPP.
f) ECPP-Board recommends for NB to use in their names ECPP and name of the country, like ECPP-France.
3. Discussion and acceptance of Vice-President Charles Sasse’s suggestions on amendments in ECPP basic regulations (speaker: Charles Sasse).
Additional points to the C & A Code were discussed, in particular: the two elected National Branches – Slovenia and Ukraine; the two National Representative elected in Kiev – Sergey Solokov (Minsk, Belarus) and Leonid Broude (Israel); Regulation on the Membership Committee and the procedure to be followed when an individual or an organization applies for membership directly to ECPP.
Decision: ask Charles Sasse to elaborate these issues and propose new version of C & A Code for discussion.
4. Discussion and acceptance of the ECPP Mission text (speaker: Barbara Fitzgerald).
Decision: ECPP Mission was accepted (see attachment).
5. Preliminary discussion of suggestions by the ECPP-Ukraine for regulations on ECPP National Branch and regulations for the organization members of ECPP (speaker: Svetlana Uvarova).
Decision: see point 2.
6. Voting of the new APTI agreed by the C & A Committee: the IIDP (speaker: Charles Sasse).
Info: Application made by IIDP (Ukraine) for APTI status.
Decision: to approve IIDP as APTI.
7. Discussion of Andrew Kulikov’s proposal of proportion between the number of Board members and number of National Branch members (speaker: Mikhail Reshetnikov).
Info: The suggestion of Executive Committee has been discussed, namely, that there should be equal representation for every country, so every country should have at least one member and no more than three of them.
Decision: considering the fact that General Assembly in 2010 approved 4 ECPP Board Members from Ukraine, the decision is postponed to the next General Assembly. Any change in the composition of the Board has to be proposed and voted at GA level.
8. Discussion of personal membership payments by Board members, National Representatives, National Branches and organization members (speakers: Tatiana Mizinova and Charles Sasse).
Decision: It is confirmed that all Board members must be direct members of ECPP.
Information on membership fees for organizations or individual members can be found in the Code of Internal Policies and also by contacting the Treasurer.
9. Info: on developing contacts with psychoanalytical community in Iran (speaker: Markus Faeh).
Decision: to establish and to develop contacts with psychoanalytical community of Iran.
The question whether to re-name ECPP into International CPP is to be postponed.
10. Info: on developing contacts with psychoanalytical community in Turkey (speaker: Mikhail Reshetnikov).
Decision: to establish and to develop contacts with psychoanalytical community of Turkey.
11. Info: on the increase in the number of ECPP members and certified ECPP members (written report by the Chair of the Membership Committee Anna Kushneruk).
The report was not submitted. We would ask to get it circulated.
12. Discussion of submitting the data for the ECPP web-site: activities of National Branches and National Representatives; new members and new certified members; publications of ECPP members for electronic journal at the web-site (speaker: Mikhail Reshetnikov).
Decision: to support this suggestion and to draw the attention of the ECPP Board members to it.
13. Discussion of the place for the next General Assembly (Italy) and title of the next Scientific Conference – September 2012 (speaker: Charles Sasse).
Decision: to confirm that the next 6th General Assembly of the EXCPP is to be held in Rome on September 21-23, 2012. Roberto Parrini is approved as the Local Committee Chair.
Subject: “Change and transformation within Psychoanalytic and Psychodynamic approaches”.
14. Are the students allowed to become ECPP-members?
Decision: to confirm that everybody who works in the psychoanalytical field can become ECPP-member. Certification of ECPP members is carried out in accordance with the agreed and voted criteria listed in the C & A Code.
15. Scientific Committee Formation.
The decision is postponed.
16. ECPP Young Section Formation.
Decision: see 14-15.

ECPP Code of Internal Policies
NEW CHAPTER 4 on MEMBERSHIP COMMITTEE version 17/02/2011
Chapter 4: Membership Committee (M.Com.)
4.1. The Membership Committee is composed of at least four Board Members elected and can be dismissed by the Board. They elect a Chairperson.
The M. Com. bears the responsibility to organize its activities in the most suitable and efficient way.
The M. Com. will report about its activities at the Board meetings and at the General Meeting.
4.2. The M. Com. is primarily dealing with all procedures and matters related to the acceptance of new individual or organizational members, the scrutinizing of their application and their registration in the Database of ECPP.
4.3. Procedure:
Applications are sent by the Secretary to the Chair of M. Com.
The M.Com. examines the application and requests information on the reputation of the applicant to the National Representative or the National Branch in the concerned country who shall reply within 6 weeks. Decision is then taken to accept, refuse or postpone the application; the M. Com. informs the applicant (in case of approval, instructions for the payment of the membership fee are also given) with copy to all the members of the Executive Committee.
The M. Com. will register all relevant information in the Database and inform the Webmaster to add the new member on the website.
4.4. All decisions are taken by hand voting or electronic voting, or by secret voting upon request of any member for a secret procedure.
The voting is on a simple majority basis. In case of a tied vote the Chairperson has an extra vote.
4.5. A member of the Committee will immediately inform the other members if any matter arises that is or might be perceived to be a conflict of interest concerning him or a person close to him, and will withdraw from voting.
4.6. Members of the Committee make all efforts to respect the confidentiality of their work, except in their reporting to the Board or other bodies of ECPP.
4.7. The Committee may appoint experts to examine or clarify matters.
4.8. If exceptional costs are to be incurred for the performance of its activities, the Committee must inform the Board in advance.
4.9. Postponed or refused applicants have the right to appeal to the Board for a final overruling decision.
Appendix 2:
ECPP Procedure for Membership MEMO version 17th Feb. 2011
To ECPP
1. The applicant sends the dated, signed and duly filled Application Form to the ECPP Secretary. The Application Form can be downloaded on the website.
2. The Secretary forwards the Form to the Membership Committee.
3. The Membership Committee:
• Checks the application form.
• Contacts the National Representative or the National Branch of the country of practice, for information on the applicant. The NR or NB shall reply within 6 weeks.
• Decides on membership (approved/postponed/refused).
• Informs the applicant about decision with copy to the Executive Committee.
• If approved - informs also the applicant on how to pay annual fee.
• Makes all input in ECPP Database and add new member on website.
• Gives activity report at Board Meeting.
4. In case of postponed/refused ,the Applicant may appeal to the Board.
To a National Branch
The National Branch:
- manages their own members;
- should use the Application Form;
- reports to the Board Meeting;
- may publish their members on the ECPP website.
